Apache (or perhaps modpython, or modpython_gateway) unquotes %xx in the Request-URI too early. See test_objectmapping.py

Could not reproduce the problem with:
apache2 mod_python 3.1.4 (via _cpmodpy.py) CP3 rev 1392
On a Linux box.
I move this out of the 3.0 roadmap for now.
